Özet (EN)

In essence, mobbing is bad. It is a phenomenon that leads people to unhappiness. It disrupts labor relations, weakens labor peace. It causes stress and emotional, physical, psychological and vocational diseases on Individuals. It creates conflict and separation in families. It brings conflicts, moral decline, unnecessary cost and waste to organizations. It has negative effects on society. All employees can be exposed to mobbing phenomenon. In private or public sector, every workplace can encounter mobbing. The subject of this study is how to prevent the negative effects of mobbing in public sector. The purpose of this study is to examine legislation and practice, in order to to make suggestions to solve the problem of mobbing in the public sector. This study consists the conceptual framework of mobbing in first chapter. In second chapter, the Turkish legislation associated with mobbing is examined. In third chapter, the current model on prevention of mobbing in Turkey and related legislation in other countries is discussed. The study concluded with suggestions for effective prevention of mobbing.
