Governorship of Sakarya the model of motivation on the personel in public section

KEYWORDS: Motivation, personnel, necessity, satisfaction, attitude,organization. Nowadays changes and developments are being lived almost in every area, these change and development affect all people, communities and associations. The government and the associations in its constitution are in the affect this change. The possitive effects of motivation in personnel management are discussed. Several studies about motivation are done in private sector but public is really away from these studies. The aim of this study is; to measure the motivation level of public personnel, to examine in which physical conditions they study and to research the elements that they can be motivated with. In this study the literature is searched minutely, the definitions and theories about motivation are explained, enquiry method is applied to see the existing state in public. At the end of the research it is seen that the motivation of public personnel isn't considered impartant material and social elements aren't sufficient, personnel isn't rawarded sufficiently and isn't conditioned for success.
