Comparison of Molenlanden and Menteşe municipalities on electronic municipalism in local governments in terms of public policy analysis

Abstract (EN)

Science and technology policies developed with the transformation of individuals, society, social order, state order and functioning over the years and transforming the conventional policy order; It creates new period policies prepared for the needs of the country based on information, science and technology. The reflections of these policies gave rise to policies such as e-government, e-municipality, digital citizenship and digital intelligence, which are widely spoken today, and resulted in the shaping of the state order and units in the axis of these policies. Especially in recent years, it has been determined that local governments have been reshaped in the axis of the mentioned science and technology policies and have included digital applications and regulations. These regulations are seen more clearly in municipalities, which are the units of local governments that people apply most. These regulations, which are called e-municipality and digital municipality, allow municipalities to provide their transactions and services in a fast, secure, uninterrupted and technological manner, and also include the concepts of e-democracy, e-governance, and e-interaction. In this study, which has a unique value as a study that has not been carried out before in the field, since there is no study that examines local governments within the scope of science and technology policies and also includes two municipalities comparatively in this study, the study prepared on the axis of science and technology policies, digitalization and local governments is the first in the world. Netherlands Molenlanden Municipality, which is a digital municipality, and Turkey Menteşe e-municipality, a municipality that has just entered e-municipality, were examined with a comparative public policy analysis. The aim of the study is to examine the digitalization policies carried out in both municipalities with a comparative public policy analysis and to examine the differences, contributions and deficiencies caused by the digitalization studies carried out in line with these policies. According to the results obtained from the examinations and researches; acting with digitalization and technology policies such as creating websites, developing digital applications, benefiting from social media, handling transactions faster and without going to the municipality, both on the axis of citizens and in the municipal employees and in the country, communicating with citizens more easily, providing services without interruption, submitting suggestions and complaints. It has been determined that it provides differences and contributions such as more comfortable transportation and return. Again, it has been determined that there are deficiencies in both municipalities such as the lack of special applications for people in need of special services and the insufficient service network.
