Various/different models are applied for the construction of public buildings.In this thesis study, the model of financing the construction of publicbuildings through budgetary founds and the model of Build-Operate-Transfer, which is financed through non-budgetary founds are comparedand the applications of Build-Operate-Transfer model are elaborated. Theplanning criteria of the 2nd International Terminal of Antalya Airport arediscussed and elaborated through the systematics of constructionmanagement.DHM (General Directorate of State Airports Authority) has achieved manyimportant implementations with the model of Build-Operate-Transfer andowing to these implementations DHM provides significant addition during theform period of legal infrastructure of this model. Owing to my experiences inthis institution is the support of this thesis. Also my researches and impressionswhich have occurred in the active working times provide important addition tothis thesis. The thesis is benefited from the interviews with high level managerswho have worked in the establisment period of the institution and preparingperiod of agreement and contracts. Moreover, the thesis benefited fromexperiences of interviewees. In addition to this, the common projects with themanager of contractor firms, execeutive of projects and author of project havegot significant additions and it is a base for my thesis. The thesis is tried tosupported by the literature works.
