Thesereforms were introduced in the various areas of public administration in thelight of the same terms and they created significant changes in traditional publicadministration mentality. Reform efforts resulted from neo-liberal policies inglobalization duration.New Public Management (NPM) view grew up resulted with applyingbusiness methods to public administration and contributed to move faster thanprevious reform experiments about the minimalization of central government,transfer power and source to local governments and privatization of services.Especially, international finance organizations which give loan to undevelopedcountries undertake an important role to spread their neo-liberal policies tothem fastly. So, undeveloped countries faced with reforms which bespangledpopular terms of globalization duration but nonconformity to their specialconditions and nation characteristics.Relationship between South American countries and internationalorganizations imposing neo-liberal policies made these countries which haveimplemented reforms and have been observed their results first. Method andresults of reform practice have been discussed in the dimension of benefit andcost at academic and political area all over the world. Disorganised neo-liberalreform practices which have been realized on various areas in Turkey for a longtime have started to surround public administration system recently in asystematic, fast and extensive way.
