The role of the Turkish Ombudsman institution in terms of preventing discrimination in public administration

Discrimination is a new concept for Turkey. However, the origin of the concept of equality, which is very closely related to this concept, goes back much further. While many thinkers deal with the concept of equality from different aspects, this concept is still up-to-date today. On the other hand, discrimination is defined through the concept of equality, like other concepts defined through contrasts. People naturally demand that no discriminatory treatment from the public administration, that is, the implementation of the principle of equality. However, this is not always the case, and problems may arise between the public administration and the individual. In order to solve such situations and prevent them from happening again; Mechanisms such as "Human Rights Investigation Commission" and "Human Rights and Equality Institution of Turkey" have been established. One of these mechanisms is the ombudsman institution. The Ombudsman emerged in Sweden and later spread to the world. The reflection of the said institution in our country is the Turkish Ombudsman Institution. Within the scope of the study, primarily the concepts of equality and discrimination were discussed. In the next section, the ombudsman institution and the Ombudsman Institution in Turkey are examined. In the last part, the decisions of the Turkish Ombudsman Institution are evaluated in the context of preventing discrimination. While making the evaluation, first of all, the decisions of the Turkish Ombudsman Institution were separated according to certain types of discrimination. Then, the contribution of the institution's decisions in the context of preventing discrimination was examined. When the data obtained and the limitations of the study are evaluated together, it is thought that the Turkish Ombudsman Institution is a useful institution in preventing discrimination.
