Abstract (EN)

This study, which aims to understand e-transformation through the Revenue Administration, consists of three parts in total. In the first part, public administration and Revenue Administration were discussed in a conceptual framework, and the process of restructuring the Revenue Administration and the principles governing the restructuring process of the Revenue Administration were examined in detail through literature review and inetrenet resources study. In the second chapter, e-transformation and e-government theory and practice were examined in various dimensions, and restructuring in public administration in Turkey, transition processes to e-government and e-government applications were discussed in detail. In the third chapter, the use of e-government services in Turkey and the projects developed by the Revenue Administration, the relevant institution of the Ministry of Finance, and the Tax Offices Automation Project (VEDOP), one of the largest e-government projects in Turkey, are discussed in detail. As a result, when the annual activity reports of the Revenue Administration (GİB) are examined, it can be seen that the Revenue Administration (GİB) is well integrated into this process and that its intensive work on automation projects continues. The Revenue Administration has been well integrated into this process, the Revenue Administration has made tax processes more efficient with digital solutions in this process, and has made a significant transformation in public administration by providing faster and more accessible services to citizens. Thus, the Revenue Administration aimed to create a modern, fast and effective management system in both internal and external processes. In this study, the steps taken and the gains achieved with e-transformation were discussed and the important role of the e-transformation process in the Revenue Administration was tried to be emphasized. In the study, qualitative research method, which is frequently preferred in social sciences, was used. Library scanning and document analysis, internet resources, scientific articles and reports were used during the creation of the conceptual framework and comprehensive literature review. These methods were used to establish the theoretical basis of the study, examine the existing literature in depth, and collect the necessary data to test the hypothesis based on the research question.
