Ethical behaviors in the public administration: An application in the district land registry offices of Kocaeli

In recent years, administrative corruption, which has become a common problem in the whole world, deeply affected the people?s trust to public administration. Administrative ethics which aims at conforming publics servants? behavior to values as justice, equality, public interest, and impartiality in their acts and operations thereby getting citizens? trust towards public administration.A regulation bill was acted on 25 May, 2004 with the number 5176 about the establishment of Public Servants Ethical Board in order to review the infringement of ethical principles and to establish an administration. In line with these ethical behavioral principles, in Turkey and in many other countries, governments tried to stop the corruption to a certain degree by setting behavioral standards for the public servants since the latter are working at public institutions.The aim of the present study is to work out to which degree the personnel working at the District Land Register Offices of Kocaeli and its counties comply with the aforementioned principles. The ethical behavioral principles, which are bound to be obeyed by the public servants while they are exercising their jobs are formatted into questionnaire form and applied to the personnel working at this institution.As a result, the present work reached the conclusion that some personnel working at the Land Register Offices in Kocaeli do not comply with the ethical principles accepted by The Public Servants Ethical Board.
