Abstract (EN)

SUMMARY The main purpose of this study is to analyse changes in public sector management in the context of wider transformations in its environment. The emergence of new public management reflects changes in society. Whether this shift in Public Administration constitutes a paradigm change is also addressed in the thesis. In the first chapter of the thesis, characteristics of administration in agricultural and industrial societies are reviewed. The second chapter deals with arguments related to post-industrial society, while the third chapter discusses the impact of new management techniques on public management. The study concentrates on theoretical and conceptual aspects of new public management, though some implementations of new public management in various countries are also examined. In the Turkish case, boards are discussed as an example in new public management. The main finding of the research is that there is a mutual interaction between public management and social structures. New social revolution has resulted in paradigmatic transformations in public management. VII
