Transformation in the policing as a basic function of the state within the context of restructuring of public administration

State and its administrative structure has underwent a major transformation during the globalisation process. As a result, this transformation has effected policing which is among the essential functions of the state. Turkey, like many countries, has been under the influence of these developments. This study aims to analyse the transformation of policing as part of the restructuring of the Turkish Public Administration. Starting from a general framework, state?s functions according to liberal and Marxist perspectives are reviewed, the importance of security for the modern state is evaluated. Implications of the state?s transformation on security services are discussed within the context of governance and the New Public Management. Then, parallel developments have been examined in the Turkish case.The administrative restructuring process and the resultant changes in policing in Turkey have similarities with such examples in the world. Major changes are experienced in the expansion of private security industry and in the institutionalisation of community policing. It is argued that such developments will diminish the public character of the services of security, and lead commodification of these services. It is concluded that the transformation of policing in Turkey means partial privatisation and constraining citizenship rights.Key Words: Governance, New Public Management, Restructuring the General Directorate of Security, Private Security, Community Policing.
