Abstract (EN)
KEY WORDS: Personnel Management, Human Resources Management, Human Resources Management in Public. Management is a system, with firstly the human, organization, equipment and financial sources. Those factors are meaningful w.th human that is most active factor of management. Human or personel is the most active factor of management due to be the element that certifies the good and service production with the sources avoilable. Personel management as lower field of public administration is furmed by the entire politic rules and tecnic practices that belong the personel who will do the work given by the state. Globalization, rising competence, tecnological progress, the change and the progress in the structure of work, and the importance of human has made a new understanding of management in the organizations. Showing a progress in 1980's this management thought is human resources management. In fact human resources management is a modern look to traditional personel management. In this study, it is tried to scrutinized the effects of reform winds on public personnel management which are rapidly increasing in recent years. As a result of the change, the practicability of human resources management in public which is thought alternatively to this system is discussed. vin
