Abstract (EN)
In personnel administration in state organizations, recruitment and promotion processes are carried out within the framework of certain principles. Within the public personnel system, employees who are independent, autonomous and impartial from different social segments should be recruited into the system. Good administration can only be achieved in this way. The place and importance of merit in recruitment systems in public administration is undoubtedly of great importance. The merit principle is an indispensable main element of contemporary public administration and no other principle has been put forward to replace it. In cases where the merit system is not implemented, favoritism will result in one aspect of the public personnel system being lacking. In the modern era, public personnel systems are based on the merit principle. In order to ensure the functionality of the system, different recruitment methods, primarily examinations, are being developed. In this study, when merit is presented as a requirement of historical conditions or a desired goal, are recruitment methods sufficient tools to achieve this? The question is sought to be answered. In addition, the questions of which tools are used in recruitment in the public sector, whether the recruitment tools used in Turkey and other countries are fully successful in achieving the goals of meeting the merit principles are also revealed with the help of literature review, legal legislation, historical novels and sample applications. In this study, it has been concluded that exams and similar tools are necessary but not sufficient on their own for the implementation of the merit principle in the public sector, but since there is no more effective tool than these tools, the exam should be used as an indispensable tool, and if the exam tools are designed to serve the goal of merit and implemented, a culture of merit should be created with legal and regulatory elements, and the necessary measures are taken to implement written exam applications as a tool, it is necessary and sufficient to ensure merit.
