Abstract (EN)

The public sector is the oldest and rooted sector in the world. The local administrations are the units that are closest to the public in terms of service delivery. The performance measurement, which was previously used in the private sector, was started to be used in the public sector in 2005 with the Public Financial Management and Control Law no. 5018. Local government performance is of great importance in terms of meeting the needs of citizens. In this study, it is aimed to examine the importance of public performance evaluation methods, to reveal the positive and negative aspects, to evaluate the reflection of these methods in terms of Municipalities and to examine the personnel perception of the Performance Evaluation System applied in Mersin Metropolitan Municipality. In the study using the questionnaire method, the questions were prepared by classifying as Corporate Internal Communication Dimension, Performance Evaluation Process Dimension, Contribution to Corporate Performance Dimension and Citizen Satisfaction Contribution Dimension. As a result of the evaluation of the questionnaires, a significant difference was found in Institutional Internal Communication Dimension by age. There was a significant difference in the perception of internal communication among the participants between the ages of 18-33 and 34-58. This difference has been evaluated as the traditional and new approaches among age groups, ie the tendency to use technology.
