viA RISK MANAGEMENT MODEL FORBUILDING CONSTRUCTION IN PUBLIC SECTOR(M.Sc.Thesis)Suat ÇUBUKÇUGAZ UNIVERSITYINSTITUTE OF SCIENCE AND TECHNOLOGYJune 2006ABSTRACTIn addition to the cost of building construction and process and theuncertainties of duration and quality, risks have more gone up because of thatour country has not completed its socio-economic and political development yet.As a result of the largest and the most comprehensive construction investmentsmade by the public sector, the use of public buildings in critical and significantfields, the implementation of the construction in line with laws and regulationsand financement of the buildings from public sources; the responsibility ofpublic employer to the public have increased in the construction issues andnegative experiences have drawn the attention of the public. However in ourcountry risk management activities are disregarded in the production of publicbuildings and risk management activities made to a lesser degree were based onintuitional assumptions. In this context, an effective and determined riskmanagement approach appear to be a necessity in the minimization of thepotential risk for the buildings required by the public sector and constructed forpublic institutions and foundations.In this study terms and concepts of the risk management and buildingconstruction, legislations and applications of the building construction areevaluated, characteristics of the projects leading to risks are tried to be defined,viiinternational tender procedures are compared with the current national laws.In the fifth section, a model is formed so as to minimize the uncertainties forproject and risk managers and to turn the risks into the opportunities in respectto the terms of ?risk management? and ?building construction?, ?legislationsand institutions for the building construction in public sector?, ?actors in thebuilding construction (public employer, technical advisor, designer andimplementing part)?. This model was formed in an algoritmical form with thecontrol lists defining building construction risks. However the methods to bepursued in the model are quite easy but not burdening on public andimplementing part, the requirements are quite surprising.Systematically formation of risk management policy by specialists with thesupport of technical equipment and the participation of owner of the propertyand implementing part; and that all employees should be sufficiently sensitive tothe rules and methods in a team spirit; and obedience to the criteria defined bythe responsible people bear great importance.Science Code : 804.1.119Key Words :Public construction, Risk management, ConstructionmanagementPage Number :112Adviser :Prof. Dr. A.
