Abstract (EN)
Ottomans brought different political institutions into existence during their journeys from being a margraviate to being a seigniory and from being a state and a empire. Due to the administrative, military and economic problems in the seventeenth century Ottoman Empire, reformative movements ensued. As a result of these reformative movements; "Sened-i İttifak" (Charter of Alliance), constitutional documents of "Tanzimat" reform era and "Kanun-ı Esasi" the first Ottoman Constitution were declared. In this thesis study, the emergence of the idea of restriction of the political power examined in the first chapter. In the second chapter, the concept of the executive power in the classical era of the Ottoman Empire along with the institutions of sultanate and the caliphate were examined. In the third chapter, organs and functions of the executive power as defined in the Ottoman Constitution were examined. In the fourth chapter, the differences that occurred in terms of the executive power in consequence of the 1909 amendments to the Ottoman Constitution. In this study; constitutional documents, historical events that resulted in the declaration of the constitution and other legal documents were presented and evaluated in light of the doctrine and political arguments.
