He became one of the prominent figures in the Congress of Union and Progress held in 1909. He was named "Küçük Efendi" due to his closeness to Talat Pasha, known as "Büyük Efendi" in the committee. During World War I, he took charge in the operations of the Teşkilat-ı Mahsusa in the Caucasus region. Kemal Bey, known for his organizer nature, acquired the significant influence by organizing the tradesmen unions. He led the establishment of national companies with the idea of creating a national economy of the Unionists. With the loss of World War I, he was among the founders of the "Karakol Society", established to ship weapons and ammunition to the National Struggle movement launched against the occupations in Anatolia, but he was exiled to Malta by the British. Kemal Bey, escaping from exile, returned to Istanbul after being in various parts of Europe. In 1926, he was tried in the Independence Court due to the assassination attempt planned against Mustafa Kemal Pasha in Izmir and sentenced to death in his absence. He committed suicide suspiciously in the house where he was caught by the police while the trials were in progress.
