Abstract (EN)

Geography in the north of the Black Sea has been a tempting site for many tribations throughout history. Before the Turks came to this site, Kimmer, Scanders, Sarmats, Germanics and Goths lived here. II. Century, This area which started to change with the migration from north to south in the century, IV. century later, with the migration of Turkish tribes, a radical change was experienced and a new political period began. Political relations have not been stable, with the migration in the north of the Black Sea after the European Huns. So, thanks to the constantly changing policies, new networks of diplomacy have been established. These changes have been made for the first time and new political balances have been established for the kind of people like the Roman Empire that lived in the region for centuries. Meanwhile, during these political events with the European Huns, Turks have changed their old political perceptions, sometimes adding new insights into what had existed in their selves since before. In our thesis, we first discussed the environmental policies implemented by the European Huns for this purpose. We can divide the foreign policy of the Europe-an Huns as pre-Attila period and post-Attila period. The basis of the environmental policy of the pre-Attila period was to stay in good relations with Western Rome and apply pressure against Eastern Rome. In fact, in the Attila era, East Rome has been under the control of Hun in a certain way. Thus, the purpose of the Huns is to survive the world domination. The main policy of the Ogurus, which came to the north of the Black Sea after the Huns, was to remain allies with the surrounding states and cures in general. However, Byzantine pressure has been sought at other times. Sabars have often been allies with other tribes because they have a strong military structure in environmental relations. Byzantine and Sasanis, one of the pow-erful empires of the era, wanted to bring the Sabars to their side. In accordance with their own interests in the environmental policies of the Sabars, they sometimes fought on the Byzantine side and sometimes alongside the Sasans. The basic policy of the Avars we discussed after the Sabars was to ensure world dominance, like the Huns. They fought the Franks and Longobards in Central Europe for this purpose first. After maintaining the rule of Central Europe, it headed toward Byzantine. Another Turkish tribe, Bulgarians, also sought to unite the first disbanded Bulgarian troops in the Black Sea north after establishing their state. After the estab-lishment of the great Bulgarian State, they have established an enlargement policy and contacted the Byzantine. The peaceful policy developed with Byzantine during the Tervel Han period has changed in the Krum Han era and the Byzantine pressure has been requested to contain Constantinople. The Hazars have become one of the most important states in medieval Eu-rope. Their strategy has developed politically because they have established their state as North-south and east-west. The Hazars fought for domination in Byzantine and Black Sea in foreign policy, but the Arab threat caused the two states to have friendly relations with each other. However, the fact that they did not have a joint operation against Arab attacks in their foreign policy has shown that the two tribes have developed separate political relations. When the Uzlar arrived north of the Black Sea, they were among strong political forces and could not form a state because of the ongoing Turkish migration. The Uzs have become an important ally because they are constantly on the horse and always ready for battle, and they are a wanted element in foreign policy through their structure. They were usually in the armies of border guards or foreign trianes. In our thesis, we discussed Turkish tribations, and we discussed their dates so that their policies could be understood.
