In the past and today, many alternative transportation systems are constantly being developed and the most common and preferred transportation type is highway transportation yet. Way to improve highway transportation is to increase pavement performance and to offer safer, comfortable and economic travelling to highway users.For providing safety, economy and comfort parameters to reach desired performance and user pleasure, many factors must be considered. These factors vary according to different types of pavement. This case also influences choosing type of pavement in a highway project and importance level of needed requirements for design and which preferential type is. Hence decisions should be conscious and right applications should be performed.In this thesis, highway engineering parameters are reviewed via Quality Function Deployment method. To do this, firstly customer demands, House of Quality, is specified. Respectively these demands providing technical measures, relationships of technical measures and importance of customer demands are determined. To scale and point these parameters, a questionnaire was made in consultation with the stakeholders called customers; academicians, civil engineers transportation stuff at private and public sector all are highway users as well.With regard to the obtained values the order of importance of technical measures are emerged. According to these results, a comparison is made to get which pavement type, flexible or rigid is the most suitable.
