Abstract (EN)
The energy demand that emerged as a result of the industrial production system that started with the industrial revolution and continued with globalization and the fossil fuels whose production increased in order to meet this demand caused an increase in the amount of carbon on earth over time. As a result of the amount of carbon that is much higher than it should be on the earth, the problem of global warming has emerged and causes environmental problems such as climate change, biodiversity loss, sea level rise, drought and desertification, air pollution, water pollution and soil pollution, as well as national and international financial instability that adversely affects countries socially and economically, It has also indirectly caused socioeconomic problems such as climatic migration, poverty and epidemics. International conferences and summits are organized in order to intervene in global warming and environmental problems caused by carbon emissions and with the participation of many developed, developing and underdeveloped countries. Within the framework of the strategies and obligations determined in the agreements established as a result of these conferences and summits, states try to eliminate carbon emissions and the resulting global warming and other environmental problems by using one or more of the economic policy tools such as carbon tax or other environmental taxes, pollution permits, pollution fees, subsidies, control tools that are suitable for their countries.
