Comparative child ombudsman and a model proposal for Turkey

Abstract (EN)

Today, children perceived as a group under the age of 18 have basic rights and freedoms, just like adults. However, this fact is often ignored and children's rights are almost underestimated. However, solutions for problems such as mountains that accumulate should be urgently developed. The Ombudsman for Children, which is applied in many countries, is a structure that should be considered in terms of solving problems. In this study, the child ombudsman, which tries to eliminate the rights violations faced by children and tries to eliminate them, and who can take necessary preventive measures independently, was examined. In this study of selected countries to identify the strengths of the child ombudsman model, and a children's ombudsman to Turkey it is aimed at developing models of the proposal. In line with this purpose, firstly, a conceptual and theoretical framework was created through literature research. Then, based on the Save the Children reports of 2018 and 2019, four countries that were in good condition regarding children's rights were selected. Child ombudsmanship of selected countries (Iceland, Canada, Belgium and Netherlands) were examined by document scanning and the findings were analyzed by content analysis method. In accordance with data of various reports in Turkey; It has been determined that infant mortality rates are higher than that of developed countries, many refugee children lead a life under adverse conditions, the rate of convicted children progresses gradually and there is no decrease in child marriages and child labor. These situations show that the current legal and administrative system is inadequate in producing solutions. In Turkey because of the need for child ombudsman significantly it felt, and it was concluded that this institution should be established as required. This thesis study consists of three main sections. In the first part, the aim, importance, limitations, basic concepts of the research and the method of the research are presented together with the studies. In the second part, a conceptual and theoretical framework was drawn on the subject. In the third and last part of child ombudsman for Turkey in line with the findings obtained and examined countries mentioned model are provided.
