Abstract (EN)
For many years, Turkey's foreign policy has been preoccupied with the crucial issue of Cyprus. In accordance with the Lausanne Peace Treaty, Cyprus was left to the British domination. After the process, Turkey has not been find thoughts of intervening in the island. However, at the end of World War II, England has been entered a political transformation process, causing it to withdraw from the lands under its control. The post-withdrawal period brought along issues regarding the division of the island between Turkey and Greece. The problems that arose had led to the emergence of many peace plans on Cyprus. The search for a solution to the Cyprus problem was continued without a solution since World War II until today. The reasons for the deadlock should be considered multidimensionally. There are many different reasons why the deadlock has continued throughout history, not just in terms of the conflict plans included in the study. In the Cyprus issue, it is seen that the Enosis aims of the Greek Cypriots and Greece continued from the beginning to the end of the process. The Turkish community living on the island had vi opposed Enosis and supported the continuation of the status quo and its transfer to Turkey. As the process progressed, it had seen that England was encouraging the Turkish side towards partition, and that it would never give up its presence on the island. In the research, the search for a solution to the dispute regarding the Cyprus peace, which started in 1947, was examined by including the year 2017. It is seen that the societies living on the island, guarantor states and many states are involved in the process. However, despite all the attempts made, no positive results were obtained from the search for a solution to the dispute that has been going on for 70 years regarding the Cyprus issue. The main purpose of this study is to reveal why the solutions, plans and suggestions put forward for the Cyprus crisis were inconclusive and did not serve their purpose. The elements that play an active role in the deadlock have been examined through individuals, the state and the system. While analyzing the reasons for the deadlock in Cyprus, it is aimed to find answers to all questions and arouse curiosity when examining the solution negotiations, plans, proposals and constitutional searches. The research is important in the context of making a common assessment and reaching a general opinion on why the Cyprus crisis has not reached a solution despite all the plans, suggestions and negotiations for a solution. At this point, it was aimed to fill the gap in the literature because it is an up-to-date and detailed study. For the process that started with the 1947 Lord Winster plan and continued with the 2017 Crans Montana negotiations, case analysis was made through domestic and foreign books, articles, newspapers, digital resources, memoirs, biographical studies, and parliamentary session minutes. In the study, while investigating the causality link between the solution searches as a method, a chronological order was followed from the first plan to the last plan. Using qualitative research methods, a case analysing covering a seventy-year period was conducted on the solution methods, developments and results.
