City information system and e-municipality: A case of Bağcılar Municipality

If all public services are executed by central government, it is called central administration. However, if public services are managed by the outside of central government and public judicial authorities which are outside of central government hierarchy, it is called self-governing which refers to decentralisation or local government. Local governments are as old as human history. It has not seen an absolute central government in any state during historical process. It has become important sometimes central government or local government. The first modern concept of local government appeared during French Revolution in 1789, it has been in existence in relation to development of democracy until now. This development started during Tanzimat period in Turkey, the first modern organisations realised during the early years of Turkish Republic. Local government can be classified according to their objectives and functions, quality and application forms. There are service-oriented decentralisation (chamber of commerce and universities etc.) and locally decentralised institutions in Turkey. Local government institutions are Special Provincial Administration, Village Administration and Municipalities. Among them, the most nearby and the main service provider to the public is the Municipalities. Municipalities which are public entities are established in order to meet common and civic services of city and its citizens locally. Local and common services are both increasing quantitatively and changing in time. This situation is forcing municipalities providing fast, productive, quality and efficient services. In order to provide the fastest, the most productive, high quality, and the most efficient services, contemporary municipalities must use the latest technology, city information system and e- municipality systems.
