This thesis aims to propose a novel approach based on Photogrammetry and Geographic Information Systems (GIS) for urban transformation processes. The increasing significance of digital technologies in urban transformation projects and planning processes constitutes the main starting point of this study. The approach developed with the case study of Kütahya Province emphasizes the analysis of field data using photogrammetric methods and its integration through GIS infrastructure. The study has the potential to address the fundamental challenges faced in urban transformation projects from an innovative perspective. In this context, topics such as spatial data analysis, the creation of detailed terrain models, the precise determination of building inventories, and the incorporation of this information into the planning process have been examined. Furthermore, the applicability of the proposed method and its advantages are discussed in detail as part of the study results. This thesis aims to contribute to the theoretical knowledge base in the field of urban transformation while also providing practical recommendations to guide future work in this area. Within the scope of this study, the ways to accelerate the determination of entitlement, which is one of the most important stages of urban transformation, with photogrammetry and GIS-based programs and to easily reach the most accurate results have been determined.
