Investigation of urban transformation law and model proposal evaluation

Urban spaces that grow and develop according to the needs of people like a day-to-day living organism wear out due to population increase over time, disasters caused by nature, distorted and bad under and over building, In this context, the fatigue of the concrete structures used in the past two centuries with the feature that is characteristic of this city requires restructuring in the cities by adhering to the principles of modern urbanism and planning principles, and consequently the issue of urban transformation comes to the fore. Nowadays, we are confronted as a matter of great importance in terms of our country with the feature. Today in Turkey and the world, the concept of urban transformation is of great importance. Because the uneven urbanization that arises in the context of urbanization and planning and the fatigues that occur in city constructions necessitate the presentation of the concept of sustainable city by passing through the existing development plans and application. Urban transformation has many dimensions. Although the most important dimension in terms of our profession is ownership and planning, the role of civil engineering in particular addressing social and urban fabric and robust construction is also active. On the other hand, there is a financial dimension. A plan must be realized by considering all dimensions. However, in our country there is no complete model proposal except for individual building renewal and some special applications. In this thesis, the concept of Urban Transformation was first discussed. Then, the legislation that has been put up to date in our country has been examined and examined. In the case of Istanbul, a project made in accordance with Article 18 of the Construction Law No. 3194 in Sulukule, Fatih District was examined and explained. Finally, Urban Regeneration and seek answers to questions about the project as well as today, especially against the frequently we are living in cities, urban transformation by examining the concepts and recommendations by examining several models of various scales were carried out in Turkey.
