Abstract (EN)

Disasters can damage the safety and well-being of people and communities. The degree of impact of the disaster is directly related to our built environment and various factors in society. A good understanding of the current situation is essential in preventing or mitigating the negative effects of disasters, as well as strengthening the response of at-risk communities to adverse impacts. Disaster risk includes different types of potential harm that are often difficult to measure. When the literature is examined, it is seen that there is an undefined gap in the academic field that examines the relationship between urban planning and urban risks, and planning is handled independently of the risk component. With this study, it is aimed to define the components of the concept of safe city by revealing it and to determine the place and importance of this concept in the disaster planning process by creating an indicator value. In this context, the indicators that will be taken as the basis for determining a safe environment in disasters and the Safe City Assessment Scorecard in Disasters (SAH) were developed in order to guide the activities of developing community resilience. In this study, a scorecard evaluation formed with 10 factors, 33 sub-factors and 100 indicator values was provided. The scorecard was created from an equal distribution of scores of 10 different factors, with a total score of 100. Each factor was scored equally among themselves, and the resilience score was obtained and leveled within the scope of the disaster preparedness of the cities. In each question, objective criteria were established to measure the resilience level of the city, in addition, a normalized score was obtained and the scores were evaluated by leveling. Within the scope of the study, a qualitative and quantitative solution has been tried to be presented as a modern method of performance measurement systems. Within the scope of urban risks, resilience actions have been tried to be determined by examining the city safety evaluation criteria in disasters. Shared secondary data were used to create the data set of the study. The data were shared with the scorecard and two cities with metropolitan status were evaluated and suggestions were made.
