Data Envelopment Analysis (DEA) can be used both in the private sector and public sector and businesses to measure the effectiveness of their relatively inactive in the non-parametric method that reveals the weaknesses of businesses. The practicality of the method and parametric methods are more useful than the one of the methods of research has become so popular nowadays DEA.Efficiency analysis using DEA method, used by decision makers is very important to determine inputs and outputs. Because the replacement of selected inputs and outputs, causes the differentiation of the results of the event. This situation affects the performance of the provinces of transport due to the large number of input and output becomes more important. The aim should use the least possible number of input and output.Classical experimental design methods are inefficient under the conditions of industrial use. System increases the number of factors affecting the number of tests required to quickly increases, the costs are increasing, application is difficult. In such cases, the fractional factorial design will be efficient and easy to implement than the Taguchi Method.In this study, the 81 provinces in Turkey in 2008, 2009 and 2010 events were measured. Fractional factorial experiment designs measure of efficiency, layout and choice of inputs and outputs are given by using the Taguchi method.
