Abstract (EN)
Privacy violations are dramatically rising in tandem with the daily rise in the value of data and the unpredictability of the spread of data processing activities. Despite not being considered personal data, cookie applications can identify a natural person when paired with other data. In this situation, cookie applications may facilitate these infractions if they are not thoroughly regulated, especially since they make it possible to follow a person's digital footprint. Since Law No. 6698 on the Protection of Personal Data was not written specifically to define the legal boundaries within which cookie applications will be implemented, it is insufficient to address current issues and potential remedies. This study was created specifically to address this issue. The appearance of cookie applications in personal data protection law is examined within the scope of the study. The study is divided into two parts. Personal data processed through cookie applications in terms of personal data protection law is discussed in the first part of the study, along with its conceptual and principled dimensions. The processing of personal data through cookie applications in accordance with the Law No. 6698 on the Protection of Personal Data and the relevant legislation has been examined in detail in the second part of the study, as have the conditions for the lawfulness of personal data processed through cookie applications.
