The structure of the law enforcement agencies and the civilian oversight

In order to ensure public order established by the administration and the overall regulatory process for the implementation of these birel operations, the behavior of individuals within a society, their activities, decisions affect and are limited. In other words, the administration is peace and well-being facilities in the community and public health while maintaining restrict the fundamental rights and freedoms of individuals and, therefore, the individual is confronted with. Law enforcement authority is limited in some cases. Respects the constitutional powers of law enforcement, purpose, reason, and also the time and place certain limitations in terms of issues have been subjected. The main reason for this is to prevent damage to the human rights and freedoms. How is that freedom is not unlimited powers of the state in which use is not unlimited. Supervision of all law enforcement agencies, all of the members of the behaviors, the processes used and their quality of service in the context of accountability in order to subject (especially the police, the gendarmerie and the coast guard conducted by) law enforcement activities and these activities are subject to the policies versatile and continuous monitoring. In the first part of our work in this context, the concept of law enforcement and law enforcement structures in Turkey was investigated. In the second part of the study the concept of the governance control have tried to explain, in the third part the civilian oversight have been eksplained, the fourth and the last part of our study some European Union countries are given information about the law enforcement structures and oversight.
