Abstract (EN)
Housing represents the most natural right of people to housing and has been important since ancient times. One of the tasks attributed to the state was the development of policies and arrangements for the housing problem as people began to live collectively. In the past, many countries have faced various housing-based problems and have been adversely affected. Nowadays, there are various problems related to housing needs and the search for solutions to these problems are continuing with public policies. The issue of income distribution, like the housing problem, is one of the main issues that almost all states have emphasized from the past to the present. What policies should be implemented to ensure a fair income distribution has always been the subject of discussion. In this context, many theories have been developed and applied. There are many scientific studies in the literature on income distribution and housing concept. However, there are limited studies on the relationship between the two concepts. The relationship between income distribution and public housing policies is the main subject of this study. In the first part of the study, income distribution concept, theories and methods used in measurement and analysis of income distribution, in the second part, the housing problem and public housing policies applied from the foundation of the Republic to the present day are examined. In the last part, an empirical study to test the relationship between income distribution and public housing policies and analysis and interpretation of the findings are presented. According to the opinions of the citizens living in TOKI housing, it is seen that income distribution and housing policies are positively related to each other in terms of some variables and negative for some variables.
