Passenger time value for Konya province

Recently, many transportation investment projects have been implementing in Turkey. And, it seems they will continue to be implemented. The Projects of Bosphorus Under Passage, Ankara-Eskişehir and Konya-Ankara High Speed Railways, Gebze-İzmir and North Marmara Motorways, and Double Carriageways are in operation, construction stage or planning phase. Common characteristic of these projects is that they are all very big scale projects in cost.Appraisal of these projects is very important to use public resources efficiently. To model these effects is the most critical step of the appraisal since sound and realistic modelling directly affetcts the result.The aim of this study is to determine the passenger value of time (VoT), one of the most inportant effects of the cost benefit analysis of transport projects, in Konya Province. Value of time is an economic value people put on unit time savings. It is a complicated subject that should be analyzed on the sample chosen for study area considering all of the characteristics like the time for walking, waiting, interchange or in-vehicle time, comfort, and safety in the context of people?s choice of transportation alternatives.Passenger VoT of the people living in Konya has been analyzed in the context of Konya-Ankara Highway and competing High Speed Railway Project. Stated preference concept, which is widely used in the world to monetize the effects that cannot be expressed in monetary terms is used to design the questionnaire. They applied to a random sample chosen to represent Konya population.The data obtained from the questionnaires have been analyzed using complicated statistical methods and VoT of different groups of Konya population is shown.
