Abstract (EN)

The period of 1923-19S0, 2- The period of 1950-1982, 3-The period 1983 's and The Mass Housing Law. In the first period. the housing need was accomplished by the individual facilities. The state was realised the special houses only for the its buroehrat staff. In the second period, urbanisation was started to be realised fast. In 1957 's. The Housing Law was started the applying and the rules of the housing production were determined more clearly. The planned period started at the end of the 1962' s and when the first five year development plan was prepared, there were 240000 squaters in Türkiye. At that period, the ratio of the housing investments calculated as 20 percent of them. Along to the time, which were passed the fourth five year development plan any satisfactory result could not. be obtained. During the period of the fourth five year, at the 1981 year, first the Mass Housing Law was prepared and the 5 percent of the incoming of the state was deposited in a found which was installed with the aim of the obtaining the income. But, the fund could not had an influence about this subject.
