Dr. Fuat AKSUSTANBUL-2006ABSTRACTThis thesis aims to depict the international peacekeeping efforts to attain world peace,the function of international organizations, particularly of the United Nations, in keeping theworld peace, the peacekeeping operations conducted in this context and Turkey?scontributions to peacekeeping operations from Korea to Afghanistan, and how Turkeybenefits from such contributions now, and in the future. An attempt was thus made inconsideration of the findings and construal thereof to cast light on future peacekeepingoperations from the perspective of Turkish Foreign Policy and Turkish Armed Forces.Although attaining and living in peace is a desire shared by all nations across the world,sustaining peace requires solemn efforts. The cooperation between states and internationalorganizations and their efficiency in peacekeeping play a decisive role for the facilitation ofpeace. In our times, the UN is the primary organization that is responsible for the facilitationof peace. Through out the course of development of the efforts for facilitating peace in theworld, the necessity of a power that would force the peace breakers to abide by certain rulesin cases where goodwill and diplomacy had failed to suffice for keeping the peace has becomeevident in Somali, Bosnia-Herzegovina and Kosovo, the examples of which are numerous.The concepts of power, legitimacy, authority and cooperation emerge as crucial factors for thefacilitation of peace.Subsequent to the ending of Cold War, globalizm has been sought after as the newworld order. Moreover, the conventional threat concepts have been replaced by such newthreats and risks as terrorism, regional and ethnical clashes, hunger and environmentalpollution and natural disasters, whereby the importance of peacekeeping operations, which arecreated as a result of international agreements, have increased for attaining internationalsecurity, the legal basis of which are provided by the sections VI and VII of the UN charter.2
