The effects of the Coronavirus (Covid-19) pandemic on short-time working practice in Turkey

The Covid-19 (Coronavirus) pandemic, which emerged in the last months of 2019 in the People's Republic of China and spread rapidly all over the world in a short time, not only affected the economic, social and cultural life, but also had serious effects on the working life, and in parallel with this, it caused a pandemic in the working life. A number of special regulations have been implemented. Short-time working, which is a practice applied many times by employers during the coronavirus period, entered the Turkish working life for the first time with the Labor Law No. 4857. It is an application that ensures the continuity of the employment contract by providing a minimum income guarantee to the workers in that workplace as a result of its partial temporary suspension, and in this way, it aims to protect employment. In this study, by examining the concept of short-time work in Turkey, the nature of the law, its conditions, and judicial review, the practice and results of short-time work, including pandemic-specific measures during the Covid-19 period, were revealed, and problems were identified and suggestions were made.
