Rewiew of KOSGEB's R&D, innovation supports: A spesific study on MSE's of Bursa organized industrial zone and Nilufer organized industrial zone

SMEs play an important role in the economy with their production, exports, taxes and employment. Competitiveness of SMEs, which are the driving forces of national and international markets and the locomotive of economies, is highly important in the national and international market. In order to be competitive, one of the most important instruments of SMEs is R & D and Innovation. Public incentives for R & D are key instruments to support innovative activities in most countries. There are different public institutions in Turkey that support and finance entrepreneurs for R & D innovation activities as they are supported in different countries. The most important factor determining the level of SMEs benefiting from both direct and indirect supports is; When it is considered that the main carrier column of the country economy is SMEs, SMEs should get the highest share from the support given within the scope of R & D. The most important factor determining the level of SMEs benefiting from both direct and indirect supports is; a license, copyright or patent. Despite the scale of the innovation capacity of SMEs in R & D spending in Turkey it is still not reached the desired level. Despite the measures and policies taken to support R & D and innovation, heavy tax burdens of enterprises constitute an important obstacle. KOSGEB is one of the leading institutions providing support to SMEs in many different fields as well as R & D concept. In this study, the contribution of the program to the enterprises that successfully completed their projects within the scope of R & D Innovation and Industrial Application Support Program in Bursa Organized Industrial Zone (OSB) and Nilüfer Organized Industrial Zone (NOSAB) was examined. With the survey application, both the basic data of the enterprises and the contribution of the support to the enterprise were investigated. Within the scope of the study, 63 companies whose projects have been successfully completed have obtained various results by analyzing the results statistically by computer program after the survey application. When all the results are evaluated together; The R & D Innovation Support Program contributes positively to the injured enterprises compared to the period after the project and the previous period. With this justification, the main goal should be to increase the number of enterprises benefiting from the program and potentially benefiting. For this purpose, on a sectoral basis, based on operational size and age, R & D capacity and culture should be evaluated and differentiation should be made in support items and support figures within the macro and micro economic targets on regional basis.
