Abstract (EN)

The village administration, which has a deep-rooted history, was established during the Ottoman Empire. In 1924, it became a legal entity with the Village Law No. 442. Many bills on village administrations were drawn up until 2012, but they were not enacted. The number of metropolitan municipalities has been increased with the Law No. 6360 on the Establishment of Metropolitan Municipalities and Twenty-Seven Districts in Fourteen Provinces and Amending Some Laws and Decrees having the Force of Law, which entered into force on 06.12.2012. The borders of the metropolitan municipalities have been extended to the provincial administrative borders. With the Law No. 6360, the legal entity of village in metropolitan municipalities was abolished and transformed into neighborhoods. In the thesis study; it contains information about village administrations, Law No. 6360, metropolitan municipality, special provincial administration, neighborhood, Mersin; The impact of Mersin province on agriculture and animal husbandry was in settlements that turned from village to neighborhood was evaluated. Interviews were conducted with public administrators working in the provinces of Mersin, Anamur, Bozyazı, Aydıncık, Mut, Silifke and Erdemli districts, interviews were conducted with people who were mukhtars both when they were village administrations and when they were neighborhoods, and interviews were conducted with the residents of the neighborhoods dealing with agriculture and animal husbandry. It is designed as a case study, which is widely used among qualitative research designs. The MAXQDA 2020 program was used in the analysis of the data. As a result, there has been no change according to the headmen and the residents of the neighborhoods in the areas where the agricultural activities have been transformed from the village administration to neighborhoods. There was no change in livestock activities according to the headmen. However, with the enactment of the Law No. 6360, according to the residents of the neighborhood, they had problems in keeping places such as barns and barns in the neighborhood, and there was a decrease in animal husbandry activities due to complaints about odor. According to the public administrators, it has been observed that the settlements in the settlements close to the city center have increased in agricultural lands, and the housing problem of animals in livestock activities has decreased due to the increase in complaints such as odor and noise.
