Development of public administration system in Kyrgyzstan: Organizational and functional analysis

Kyrgyzstan is a young country and since gaining its independence it has taken a course towards building democracy. Over thirty years of independence, Kyrgyzstan has experienced three popular revolutions, constitutional changes and state transformations in the governance of the state. In this regard, one of the most discussed and topical issues for Kyrgyzstan still remains the issue of the development of the public administration system. There is a constant search for an optimal system of public administration. At the same time, the search is conducted with taking into account the political situation and historical features of Kyrgyzstan's development. At the present stage of the development of the state, there is a need to bring the system of public administration into line with new realities. The relevance of the research topic is determined by the high role of public authorities in the development of the country. At the present stage, when the developed institutions of civil society have not yet been fully formed, effective public administration is an important condition for the successful modernization of the country. Many problems of the formation of state and municipal governance in Kyrgyzstan have not yet been the subject of research. The implementation of a modern political course requires deep knowledge of the historical experience of governing the country, taking into account the mistakes and achievements of the recent past. A detailed study of the structure, content and mechanisms of public administration in the pre-Soviet and post-Soviet period makes it possible to build a balanced chain of command of modern Kyrgyzstan at the state, regional, and municipal levels. The purpose of the study is to generalize and study the historical experience of the formation and development of the public administration system of Kyrgyzstan based on an extensive source base. To conduct an organizational and functional analysis of the legislative power – 6th convocation of the Jogorku Kenesh of the Kyrgyz Republic. Since one of the basic elements of democracy is the existence and functioning of Parliament – the highest legislative body of the state. The role of Parliament is to enact laws, represent and mutually harmonize various interests of society, set political priorities, allocate resources that have a direct impact on people's lives, as well as control the activities of executive authorities. In fact, the Parliament is the main platform for discussing public policy issues, searching for compromises and developing consensus. The representative authorities with the appropriate powers play a crucial role in the establishment and consolidation of democracy, since they give citizens the right to participate in the process of making certain political decisions that will further determine their lives. The Parliament plays a major role in upholding the rule of law, protecting human rights, ensuring transparency of public administration and fulfilling the State's international obligations.
