As the first educationist of the Kirghiz people in a modern sense Arabayev did significant works in the times of the Czarist Russia and the Soviet Union. By using the Soviet educational policies he trained the first Soviet teachers of the Kirghiz and also tried to awake national consciousness with cultural activities. Thanks to his efforts the Kirghiz language could get over the Soviet period and could reach to the contemporary level. Arabayev undertook important political and cultural responsibilities in the first years of the Soviet Union. He always tried to use his duties for the cultural improvement and independence of the Turkish people. The life of Arabayev that began in Koçkor and was dedicated to the Turks of Turkestan ended at the age of fifty-one in the dungeons of Tashkent after many decisive and honorable struggles. Even he was a student he resisted to the Russian policy of splitting the Turkic languages and people and he struggled for the unity of language. And he wrote grammar books to create a common Turkish and to improve the local Kirghiz Turkish.
