Kriz dönemlerinde kamu diplomasi stratejileri

In the international relations system, the relations of states with each other, regime types, diplomacy, and communication strategies of countries and how they use these strategies in times of crisis are important in terms of diplomacy. In this context, in this study, democracy and diplomacy are handled with a historical perspective and how public diplomacy is used in times of crisis is revealed. Today, it is important for states to legitimize their actions in times of crisis and conflict, and for states to be able to explain their actions to foreign citizens. The development of communication technologies allows states to explain their legitimate rights to foreign citizens through interactive platforms. In this context, the pressure created by the citizens on their states has become important for influencing the policies of the states and renewing the country's image. For this reason, it is important for states to determine their short-term plans in their communication and public diplomacy strategies. The study concludes with Türkiye's public diplomacy and strategic communication model proposal on the basis of country image, country promotion and how public diplomacy instruments will be used in times of crisis. Culture and communication language are the basis of Türkiye's public diplomacy and strategic communication model. While designing the model in the study; democratization, democratic institutions, the effect of democracy culture and structure on public diplomacy and country image were taken into consideration. In addition, the cyclical changes that occur during and after the crisis, due to Türkiye's geographical location, are close to the crisis regions, the strengths and weaknesses of the country are determined, and predictable and unpredictable risks are included in the model. At the end of the study, there is a proposal to determine the communication language according to the characteristics of the countries in the region as well as the regional historical and cultural characteristics of the public diplomacy and strategic communication model for Türkiye.
