Disputes over eastern mediterraanean maritime jurisdiction areas in the context of crises management

In this thesis, Eastern Mediterranean Maritime Jurisdiction Areas Dispute will be examined in the context of crisis management. There have been many studies conducted with regard to Eastern Mediterranean Maritime Jurisdiction Dispute by The Greek Cypriot Administration 2001. Exclusive Economic Zone (EEZ) has announced in around Cyprus Island that Egypt, Lebanon, and Israel have signed the Exclusive Economic Zone agreement. Exclusive Economic Zone announced by The Greek Cypriot Administration 2001 has also announced Hydrocarbons Licensing Courses and tendered them for a contact. The very first result of the contract has revealed that US-based energy company, Noble, was licensed in 13th zone and began drilling. Turkey hasn?t approved the The Greek Cypriot Administration?s real presence because of Turkey?s being a coast state. Because The Greek Cypriot Administration?s behaviors harm the rights and benefits of Turkey, and Turkey?s considering that it will negatively affect the Cyprus negotiation process. Depending on the decision makers? perceptions for Turkey, coercive diplomacy strategy was firstly adopted as one of the Crisis management strategies. Later, tit for tat and buying-time strategies were adopted together with changing international environment. This study has attempted to explain the reasons and the process of Turkey?s moving to spreading-out and retaliation, which can be claimed to be a softer discourse, from coercive diplomacy, which can be claimed to be a harsher discourse. In this context, in first chapter, theoretical and conceptual parts will be analyzed. In the second chapter, Neoclassic Realist frame as a Theory of International Relations will be introduced and basics regarding crisis and decision making will be cited. In the third chapter, the discussion will continue with examining what the decision-makers in Turkish Foreign Policy are and Constitution or founding duties set forth in foreign policy with regard to Turkish foreign policy decision-making mechanism. In the last chapter, Eastern Mediterranean Maritime Jurisdiction Areas Dispute?s back story will be introduced and its analysis in the context of crisis management will be examined.
