Providing drinking water services in rural settlements: The case support in infrastructure of villages the (KOYDES) project's

The infrastructure services such as road, drinking water and electricity which they have an undeniable positive effects on the development and improvement are also essential for making urban and rural settlements livable places. The provision of promoting these basic infrastructure services throughout the country in the concept of public service is an important social performance.The structure of providing rural infrastructure services under the coordination of the central and local organizations has been eliminated in 2005 with the liquidation of the General Directorate of Services. Today the rural infrastructure investments are started to be realized at local level by Special Provincial Administrations (SPAs) and the Village Service Unions (VSUs) under the coordination of Ministry of Interior through the Village Infrastructure Support Program (VISP).In this study, the situation of expanding of the drinking water infrastructure as one of the infrastructure services which are taken to the rural areas within the scope of The Village Infrastructure Support Program (VISP) was examined. The contribution of the VISP appropriations to the infrastructure of villages and sub-village settlements was evaluated by transfering the data to the maps from the year of 2004 while General Directorate of Rural Services transfering its duties and the distribution of VISP appropriations to the provinces during 2005-2010 periods. According to drinking water infrustructure components (without water, poor, off-network unit) of The Village Infrastructure Support Program (VISP), a general assessment was made including criteria of the distribution of VISP appropriations, the rural population, the number of villages, the Gross Domestic Product (GDP) and the number of the Village Service Unions (VSU) established in provinces.As a result of this evaluation, it was seen that the lack of the water in the unit was taken as a primary criterion on the distribution of the appropriations of The Village Infrastructure Support Program (VISP) while the rural population, the number of villages and the number of the Village Service Unions (VSUs) established in provinces were seen as a second priority. Being less developed province was not evaluated as an important criterion on the process of distribution of VISP appropriations and it can be said that provincial oriented distribution approach was fallowed with VISP independently from the country general
