Abstract (EN)

Projects are a whole formed by supporting planned programs with various inputs, and they have many methods in realization process. These methods involve projecting different inputs into the process. Specialist teams are needed to successfully implement these inputs in the process, such as materials, workforce and equipment. One of the various selection methods that determine these teams and processes is also tender. The tenders are a method used to successfully implement the targeted project in almost every sector. The concept of the project, which has a very important place in the construction sector we are in and the tendering systems that will process the process in order to implement the project, differ according to other sectors. These differences; the fact that construction projects are not as industrialized as mass production, the only thing that is unique, they can be a long time, it can be included in many different participant processes, difficulties in return and cost can be determined in the first steps and trying to continue manufacturing within these limits. Considering the differences of the construction sector compared to other sectors, the evaluations of the products that are emerging also differ. Quality is a concept that refers to the evaluation of a product and can be expressed very often and in almost every field, from people to people, from society and from the situation that is involved. Quality is very good, very bad, excellent, sucks, trying to be described with different prefixes, but the quality and poor quality of the product is not perfect or bad in the distinction. Although it has been used since ancient times, the concept of quality has begun to develop with industrialization, and changes in the way of doing business in the sectors have begun to be seen parallel to this. Increased expectations due to changing customer profiles have led to fragmentation of responsibilities in production due to the complexity of products in the same direction. It is also necessary to ensure that the controls that meet the anticipation of the ongoing productions with this fragmentation have to be provided and that the necessary examinations of the different production methods have to be done correctly. In the direction of these expectations, different approaches and evaluation methods have been developed under the leadership ofscientists working on quality. Although the quality of the battle industry in the Second World War has become more prominent, the quality of work has been expected from unskilled personnel. A written document system for the realization of thisexpectation has been developed and some standards have been set. Total Quality Management (TQM), which is formed by the increase of quality expectations, is a form of management that has planned to follow the system from the idea stage to the final product, and adopts to provide customer satisfaction at the highest level. Based on shared approaches accepted by TQM pioneer scientists, the adoption of quality-focused work, the aim of ensuring the satisfaction of internal customers due to the input-output relationship of the participants in the process with the external customers involved in the purchasing position, and ensuring the success of the day- has adopted the accepted basic principles in ISO 9000 standards since it attaches importance to continuous improvement. The last revision of ISO 9000 standards was made in 2015 and the principles were reduced to seven. Successful implementation of TQM can be achieved through the adoption of seven principles, namely customer orientation, leadership, employee commitment, process approach, improvement, deliberate decision making and relationship management. When qualities are evaluated on the basis of sectors, when the definitions changing according to their dynamics are reduced to the construction sector, quality, product idea and product services are included. For this reason, in order to obtain quality in the construction sector, it is necessary first to understand customer expectations, to coordinate the necessary processes and to plan correctly in the application phase. Because the buildings can be evaluated as quality products for many years later, the full availability of the design and construction ofthe project is a process that can be achieved through the adoption of the seven basic principles of TQM. Within the scope of the thesis study, seven basic principles and explanations which are formed by the processes of quality and TQM (Second part of the thesis). In this section, the definitions of quality and total quality as well as the work of scientists involved in the historical process have been included. In addition, while the importance of quality in the construction sector is mentioned, qualities have been associated with the opinions of leading scientists.Besides the principles adopted by TQM in the provision of quality according to classical quality management, it is also mentioned in its comparative advantage. It has been determined that the classical quality allows to make controlled mistakes, acceptsincreasing cost proportional to quality whereas the aim is to make the company profit firstly, while total quality aims to provide customer satisfaction, emphasis on motivation of employees, zero error and higher quality with low cost. With this comparison, the importance of TQM for the provision of quality has been transferred. In the next section of the thesis, studies on small scale construction project implementation as a case in the construction sectorwere made to be associated with TQM principles (Third part of the thesis). In this context, the processes of the construction projects were initially included. In the case, the project management is carried out by the design-bid-build method (separate and sequential progress of design-tendering-construction processes) and it is reported that the process is managed with four main participants in this management style. It has been stated that the main participants of the property owner, project manager, designer and main contractor are involved at different times in the five-phase process, according to the management of the project; the tasks of the participants involved in the preliminary design, design, tendering, construction and post-production phases are shared. Under the main headings of the project phases, the processes of the case project and the cases realized by the participants are included in the classification of the principles of TQM. After the shared data, the small-scale projectwas evaluated according to the TQM principles and cases where the participants did not fulfill their duties were determined. In addition to incomplete duties, as well as time, budget and other constraints involved, there have been deviations in living conditions and their impacts. In the final part of the thesis, it has been determined that TQM is not fully understood by all participants and what companies or employees should do in order to be used effectively is listed in the TQM principles titles. Eliminating the need to make compromises from any input involved in the project process can only be achieved through the adoption of TQM principles in projects that achieve the goal. In order to ensure that work donein compliance with some TQM is in full compliance with this management, it is necessary to adopt TQM principles and follow the work to be done in this management style.
