Abstract (EN)

Culture industries, which come to the agenda with the appreciation of their economic aspect as a part of capitalism as well as the social benefits of culture, are considered as an important part of local development as well as gaining importance on an international scale. Metropoles, which have become the engines of cultural industries, have become a creative space in the creative world and have added many creative/cultural places to these cities. In brief, with the potential power of cultural industries gaining global importance, the creative world has opened its doors to creative cities and creative cities to creative places. Cultural policies have an important role in opening theese doors. In this thesis, the experiences of opening the doors to cultural place as part of the culture industries of the district of Kadiköy in Istanbul are examined. Through these experiences, it has been evaluated whether cultural policies provide a comprehensive framework in line with spatial effects or not. As a result of this evaluation, the view regarding the insufficiency of cultural policies and the lack of systematic and supportive links of cross-policies from national to local are supported.
