The effective role of local governments in the protection of cultural heritage; the example of Trakya Roma historical water supply

To analyze the current National and International conservation policies regarding cultural assets under the pressure of new constructions in cities that have developed rapidly and unplanned with the zoning conditions changing in the last 15 years in our country and to examine the practices of conservation, use and management; In this respect, especially the Trakya Roman Water Supply, Kırkçeşme Water Supply, Hamidiye Water Supply, Terkos-Feriköy Water Supply and Taksim Water Supply gallery, aqueduct, bridge and so on. Examining the legislation, administrative structure and conservation policies in force in Turkey regarding the conservation, use and management of historical water structures; examining an example from abroad on how the world's similarly protected water structures are managed in a conservation-use balance; then, the existing legal and administrative, physical and economic, social and cultural conditions of the Trakya Roman Water Supply structures are analyzed, the existing problems and opportunities are identified, the methods of intervention are determined in line with the findings, and finally a different management than the existing legal administrative structure. The approach; A management model proposal was developed under the coordination of local administrations that will provide added value to the city and its region by preserving and re-functionalating the historical Istanbul Waterways.
