Abstract (EN)

The globalization process has increased international interactions with the accelerating effect of technological developments. The externalities created by the increasing international interactions with the globalization process have revealed the concept of global public goods. In this direction, health which is a global Public good due to its externalities has necessitated international interventions especially pandemics. International cooperation which started with the aim of controlling pandemics, paved the way for the establishment of international organizations in the following period. These organizations, which were originally created to control Pandemics, have become involved in different field of activity within the framework of global health understanding over time. In this study, the globalization process, which forms the basis of the understanding of global health and the concept of global public goods that emerged with this process were examined in terms of their qualities. Health, which is a global public good, has revealed the understanding of global health. Pandemics, which constitute the most important externality of health, are explained in terms of the reasons for the emergence from the past to the present and the externalities they create. The analysis of the resource allocation of the interventions of the international organizations created for the understanding of global health against the Pandemics was made by classifying them periods.
