Fundemental adapdation politics in Turkey's development under globalization

Abstract (EN)
Keywords: Globalization, Adaptation Politics, Development, Turkey Economy, Employment Globalization refers to the integration of the world economy by reducing the obtacles that creates difficulties against the circulation of capital, money, labor, commodities and services among countries. We can gather the basic dynamics of the globalization under 3 main topics. These are technological developments, multi national incorporations and commodity, service and capital movements. It will also be right to count such international institutions as World Bank (WB), International Monetary Fund (IMF), World Trade rganization (WTO) among these basic dynamics because of their contribution to the globalization process. Globalization has had and stil goes on having many positive and/or negative effects in various fields as income distribution, business markets, trade union movement, nation- states, economical development, production, etc. Globalization, though has a positive result such that it provides the economical development by creating some opportunities for the same, has given birth to negative results even much more than the positive ones. The most significant one of these negative results is that it causes a none-balanced income distribution among countries. The beginning of the Turkey's participation in the globalization goes to even the Ottoman era. The globalization of the Ottoman State was the result of the efforts of the Center States for the colonization of the Ottomans. Because the Ottoman economy was not ready for the integration with the world economy. The early years of the Republican Era until the end of the World War II symbolizes a detachment from the globalization in general despite some cautious approaches in the initial years. By 1947 when important actors like Bretton Woods institutions and United Nations began activating all around the world, Turkey again entered the globalization process. Meanwhile, the controlled importation of foreign capital left its place to free commodity and capital importation, and for the recent 15 years a complete privatization strategy has been applied. Like that the Ottoman State was not ready for the globalization movement, unfortunately Turkey is neither ready for the same. However, it seems impossible that Turkey remains out of this process. On the other hand, there are rooted changes that Turkey should immediately realize in order to gain profit from this globalization process. Most significant one of these changes is the realization of a democratic administration system. If Turkey realizes this change, then She can provide the other required ones. In case this change in the administration system cannot be realized, then it does not seem possible to realize all other reforms either. XII
