Abstract (EN)

Manpower that has been the most important factor in the process of production for several years and now has become a carefully handled and discoursed concept by countries of all level of development. Manpower which turns into skilled labor with professional and technical expertise is used as synonym with human capital. Human capital represents the enhancement of manpower education, knowledge, culture, and equipment. Technologically equipped education has become efficient in improvement of both employment rate and production and has increased the tendency of innovative production. The inefficacy in education level and quality of labor force results in emergence of unemployment problem because of failure in meeting the demands of labor market. The employment of individuals, policymakers' achieving the employment goal, and meeting the skilled labor needs of labor market is possible if the required importance is given to human capital elements. In this study, while the human capital, employment and unemployment issues of Turkey and OECD countries are being analyzed, the usage of current data is carefully done via literature from 1990's to 2017. In Turkey, it has been seen that the life expectancy at birth is increased and infant death is decreased. In the comparison of Turkey and OECD countries' education levels, when the deeper analysis of below upper secondary, upper seondary, non tertiary and tertiary education is done, the employment rate is increasing parallel with education level in OECD countries and Turkey falls behind OECD average. It is seen that especially in last years, the unemployment rates in Turkey based on education levels are close independently of specific levels.
