Abstract (EN)

In this study, the ?new security conception?, which involves the expansion and the deepening of the security field in the globalisation process, is explicated. The diversification of the threats directed to the security necessitates a new conception of security. For, the methods to fight the traditional threats are inadequate. This inadequacy requires the new fighting instruments to put into action starting with a new definition for security. The developments experienced in the security field make it necessary that the states and the international organisations to restructure in the security field.Together with the states, introducing other actors like the individuals, the groups and the environment to the security studies is another factor that shapes the rethinking process of security. In short, this study aims at presenting what the new security threats, jointed to traditional threat sense of the security field are and which measures may be taken for this issue. Furthermore, the joining process of the extra-state units to the security field is discussed here.In the fist chapter of the study, the security phenomenon is reviewed conceptually, historically and theoretically. Also the traditional and new security conceptions are introduced with regard to international relations theories.The second chapter encompasses, firstly the discussion of the globalisation process both conceptually and historically. After this stage, the new conception of security shaped in the globalisation process is argued out. In this context, the `new fields of threat/security which shaped in the globalisation process? and the `rethinking process of traditional security issues? are investigated. It can be said that this part is the core of the study.In the last chapter of the study, the critical investigation of the new conception of security receives priority consideration. Besides, a comparative analysis of the traditional and new conceptions of security is conducted. Departing from the presupposition, that `both the states? and the international organisations? security definitions and conceptions have started to change with the globalisation process?, the changes in the conceptions of security of one example international organisation and state are tried to be presented. The examples are chosen as the UN for international organisation and USA for the state.The thesis defended in this doctoral research, which takes on the above mentioned shape substantially; is that the traditional conception of security has lost its position as an instrument to analyse the conception of security which changed with the globalisation process and in this regard, security should be thought once again.
