The evolution of distribution of income, poverty and social policies in process of globalization in Turkey

World economy has been rapidly globalisationed in parallel witheconomical, technological and ideological developments from the beginningof 1980's. Firstly developing countries later former countries of communistobedience have lasted neo liberal policies execution process leaning againstopen market economy by carrying out structural adjustment policies directedby IMF and World Bank and stabilization policies. On the other hand it hasbeen stated that income distribution and poverty have been a matter ofconcern socially in several countries especially developing countries. Foreigntrade in Turkey had been liberalisationed in 1980's and notably in 1996 byCustoms Union established with the European Union. Also in 1989 financialliberalisations had been come true in parallel with legal and institutionalprocess.It has been declared that social expenditure such as education, healthand security performed by public have effects on income distribution andpoverty in Turkey and their acceleration decreases in changing process ofeconomic policies. The Government has two political instruments to lowerinequality of income and poverty. These are taxes and transfer expenditure.Transfer expenditure had been increased because of interest payments after1980. However rate of social transfer expenditure had been behind othertransfer expenditure. Relative poverty ratio was %16,16 and unemploymentrate being the most important reason of poverty was %10,3 by 2005.Consequently, while globalization process is accelerated the Governmenthas failed to solve poverty and inequality of income by neglecting socialpolicies.195KEY WORDS1-Poverty2-İncome distribution3- Social Policies4- Globalization5- Unemployment
