Abstract (EN)
The process of change and transformation, which has become more evident since the last quarter of the twentieth century, has also transformed the understanding and structuring of management in general and public administration in particular in interaction with economic, social, political and cultural sub-systems. Experienced in this process is undeniable effects of globalization, it is clear that this also applies to Turkey with active all over the world. These developments, which have emerged against traditional public administration in the 1980s and afterwards and aimed at creating a new public administration, implies the implementation of private sector management understanding and techniques in public and a public culture based on private sector culture. The new public administration approach aims to implement private sector applications such as total quality management, strategic management and performance management in public administration and thus to create a new management culture. In addition to external factors such as globalization and the European Union process, internal factors such as reducing the economic crisis and the bottlenecks and improving the quality of public administration have made the transformation of Turkish public administration compulsory. Especially important steps have been taken since the year 2000. In this context, a number of regulations have been made concerning the working life and personnel regime, which form the basis of public administration, and the process of transferring some of these regulations to practice has been quite painful and has brought with it many problems. At the beginning of these problems is the subcontracting issue, which is the main theme of our work; definition and scope of the public administration and the elimination of it due to its inevitable situation after the development process and tried to develop a new solution proposal for this issue which can not be resolved anyhow.
