Abstract (EN)
With the impact of globalisation all over the world the characteristic of relations and mentality have begun to change. In this process the time and location concept narrowed and international transitivity increased. With the developments in communication technologies the economical, political, social and cultural interaction between nations improved which was divided sharp lines before and the world became a global town. The change of mentality questioned power of central government and bureaucracy. It is anticipated that the detailed power of central government will be surrendered to multinational organisations and local governments. Globalisation process ensured an increase in the international trade volume, democratization, localization and regionalization. The process which is explained by globalisation paradigm study of reconstruction of public administration continues in Turkey and the world. There must be done some arrangements in public to be more effective and productive in public and serving more quality. Localization which is a part of globalisation process includes local governments to be more democratic and to service autonomous from central government. There must be done some arrangements in municipalities which are Turkey?s main local government organisations considering global dynamics. Therefore Turkish Municipal Law renewed in 2005. Although democratization cannot be ensured there made so many reforms as obligatory strategical planning, internal control and performance inspection. In the future it is planning to go further in this issue. Keywords:
